These programs often cover assistive phones, captioned phones, amplified devices, or other accessibility equipment. Some states also provide direct support for purchasing phones like BlindShell. Check your state’s program for eligibility rules and funding limits.
National Deaf-Blind Equipment Distribution Program (iCanConnect)
This national program provides free communications equipment to eligible individuals who are deaf-blind.

National Programs
Assistive Technology Fund (Association of Blind Citizens)
Helps cover up to 50% of the retail cost of adaptive devices or software for qualifying individuals.
Lions Clubs International
Some local chapters across the country offer support to people who are blind or visually impaired.
State and Local Programs
Missouri Council of the Blind (MCB)
Offers matching grants for adaptive technology: up to 50% for members, 25% for non-members, with a maximum of $3,000 over five years. Available only to Missouri residents who are blind or visually impaired.
Kentucky Council of the Blind (KCB)
Depending on available funds, grants may be awarded to visually impaired KCB members for up to 75% of the technology cost, not exceeding $1,500. Grants for Kentucky residents who are not KCB members may cover up to 25% of the cost, with a cap of $600.
West Virginia Council of the Blind (WVCB)
Barbara Fierst Memorial Technology Grant offers up to $500 annually for assistive devices to residents of West Virginia who are blind or visually impaired.
State Assistive Technology (AT) Programs
Each state operates an Assistive Technology Program that may include device demonstrations, short-term loans, device reuse, and sometimes financing or loan programs. These programs generally serve residents of that state. Contact your state AT program to see what support you might qualify for, including the ability to test devices like BlindShell before purchasing.
Veterans’ Resources
Veterans who are eligible for Veterans Administration Health Care (VAHC) benefits may also qualify for services and devices that support independent living, education, or employment. To explore your eligibility, contact a Visual Impairment Service Team (VIST). You can find a VIST near you here.
